Thank you for contacting me about community energy and the Local Electricity Bill. I appreciate the issues you raise and I am pleased to be able to back the Bill.
I strongly support the development of local and community-owned renewable energy generation and supply, which can play a vital role in bringing about the change we need to see if we are to meet our climate change targets. Yet as the Power for People campaign highlights, at present there are too many barriers to producing and supplying energy at a local level. I have therefore believed for some time that we need to provide greater access to energy markets for local projects.
As you may know, I have had concerns about previous versions of the Local Electricity Bill – in particular that the way it was written meant it could be abused to sell dirty energy locally. I believe the absence of an explicit reference to renewable energy, for example, could have inadvertently enabled diesel generators to receive preferential rates to act as a local electricity supplier.
However, I appreciate that the Power for People campaign is now proposing a new draft of the Bill, which includes a clause limiting the carbon intensity of the electricity supplied. I believe this resolves this problem and I am therefore pleased to support the Bill. In particular, I believe the Government should be promoting the Bill as part of a wider plan for community and local energy. I can assure you that I will continue to back efforts to press it on this issue and to call for local energy to be given the support, promotion and backing that it deserves.
Thank you once again for contacting me.
Yours sincerely,
Rt Hon David Lammy MP
Member of Parliament for Tottenham
